## Bottom line
For a non-government organisation supporting Syria, the strongest confirmed live route is UK Aid Match, but
the lead applicant must be a UK-based civil-society/non-profit organisation. EU support is largely routed
through DG ECHO-certified partners or delivery partnerships, while State Department opportunities identified
in this review are not Syria-lead application routes.
## Confirmed live or active routes
1) UK Aid Match – UK-based lead eligibility, Syria included in eligible countries.
2) EU DG ECHO humanitarian implementation pathways – consortium/partner route, not a direct public call.
3) EU socio-economic support pages – useful for monitoring; funding does not equal a direct application call.
4) DevelopmentAid – discovery only; every call must be re-verified at the original donor source before acting.
