## Bottom line

For a non-government organisation supporting Syria, the strongest confirmed live route is **UK Aid Match**, but the lead applicant must be a UK-based civil-society/non-profit organisation. The EU has substantial active Syria humanitarian funding, but it is primarily accessed through DG ECHO-certified humanitarian partners or as a delivery/sub-grant partner. I did not identify a currently open US-government grant that a Syria-based NGO can lead for work inside Syria.

## US government check

- [NEA/AC Regional Annual Program Statement, DFOP0018712](https://simpler.grants.gov/opportunity/de59d5bf-ef2c-4e55-a202-69ab35180db3) is a new, rolling two-stage State Department opportunity. Statements of interest are accepted through **30 September 2026**; the published programme envelope is USD 190 million, with estimated awards from USD 250,000 to USD 30 million. Nonprofits and NGOs may apply.
- **Do not use the NEA/AC APS for an inside-Syria proposal.** Syria is not in its eligible-country list, and pure humanitarian/service-delivery activities are out of scope. It is only worth reviewing if your work is in one of its named countries or a clearly qualifying regional commercial/economic programme.
- [Middle East Regional Cooperation (MERC), DFOP0019227](https://simpler.grants.gov/opportunity/6a1650c5-4c8e-42a0-b948-4749048f593e) remains open until **30 September 2026**, but is also **not a Syria route**: Syria is not in its published eligible-MENA list and every project must include an Israeli organisation.
- Removed from the active list: the Syria Alumni Engagement Innovation Fund and UNOPS Homs mine-action call are closed.

It retains the Syria location filter (`locations=175`) and adds the open-status filter (`statuses=3`). Use it for discovery, but verify every opportunity on the original donor portal before investing proposal time: aggregator listings can remain labelled open after their deadline. The public results still surface expired Syria items, including the UNOPS Homs mine-action CFP `UNOPS/FO/2026/52` (deadline: 8 July 2026) and UN-Habitat safe-return/HLP calls with June or July deadlines. I did not find a newly posted, verifiable government-backed Syria grant there in this refresh.

## Recommended next actions

1. If you have a UK-registered partner, assess UK Aid Match immediately and ask the fund manager whether a Syria programme and your partnership model are eligible.
2. Prepare a two-page partner brief for ECHO-certified international NGOs: target geography, sector, activities, implementation capacity, safeguarding, financial controls, and budget range.
3. Do not spend application effort on the two open US State Department notices unless your programme changes to their published country requirements. They are monitoring leads, not current Syria opportunities.
4. Subscribe to the FCDO Syria funding finder, the EU Funding & Tenders portal, and the DevelopmentAid open-Syria search above. Review weekly; direct Syria calls can be brief.
